UBA study improves data basis for § 21 VerpackG new

Determination of the share of highly recyclable packaging in Germany

With the report "Determination of the share of highly recyclable packaging subject to system participation on the German market" (June 2023), the Federal Environment Agency (UBA) aims to create an improved data basis for considerations on the further development of Section 21 of the Packaging Act.

 

Against the background of an ecological design of the participation fees (§ 21 VerpackG), the share of highly recyclable packaging in Germany was determined.

 

The current minimum standard (reference year 2021) serves as the basis for the evaluation. The following main results of the study can be noted::

 

  • 10.7 % of all packaging subject to system participation is less than 90 % recyclable and

  • 14.9 % of all packaging subject to system participation is less than 95 % recyclable.

 

Of the packaging in the lightweight fraction subject to  system participation

 

  • 32.0 % are less than 90 % recyclable and

  • 44.3 % are less than 95 % recyclable.
